Ethics in Conference paper submission

Dear friends,
I have a query related to ethics of submitting papers in IEEE(and other) conferences.

We have recently completed our paper, but we don't know if its ok to submit the same paper in more than one conferences.
The only reason we want to do it is to increase our chance of publication.

Generally it is not an accepted way to submit the same paper in multiple conferences. It would be nice to submit different article. The reason is that there might be the chance that the originator of one conference can be involved in the second conference, and the same paper will not be accepted.
