In principle you can take any antenna and scale it by wavelength ratio. Endfire antennas are in principle resonant dipoles (sometimes Yagis) with resonant box-like reflectors. At 4-5 GHz a Yagi would be difficult to design; I would recommend to use the dipole and box reflector, with dimensions scaled to wavelength.

The elevation angle is the axis orientation, nothing to do with antenna design.
