EM357 bootloader problem

Hi,
I am using EM357 controller which has inbuilt ARM3 cortex processor.
I observed problem while writing on internal flash of EM357 through bootloader application from external flash.
Investigating it further it is observed that this problem observed below supply voltage of 3.1V & above 3.1V there is no such problem.Minimumm operating voltage of EM357 is 2.1V & typical 3V.
I am using 3V supply.
Did anyone observed this type of problem & suggest solution for using bootloader at min Vcc in
EM357.
