DRC gives error in cadence virtuoso

Error when using DRC :

So, Where is divaDRC.rul ?

Diva is a tool abandoned many years ago. In 180nm pdk you should use Assura tool (abandoned for nodes below 90nm, BTW)
The most probably your workspace is configured wrongly.

Well, I think candence version 5 has assura tab, but cadence version 6 does not.
