design vision and dft compiler

is design vision and dft compiler are same products...
and also tell me if still protocol file can be generated with design vision or not

Design Vision is a graphical tool that can include DFT Compiler. You need separate DFT Compiler and Design Vision licenses.
As I know stil protocol file can be written after dft scheme inserted, so you can't create this file without DFT compiler.
