cell_rise and rise_transition

Why rise_transition is always bigger than cell_rise in my library?
I see that cell delay is added by transition time and propagation time.So rise_transition should be smaller than cell_rise.Isn't right?

it means your cell's output delay is lesser than its transition time. This may be because of poor sizing at the final stage of your cell. Improve it otherwise if this cell has a large fanout, it will not be able to drive properly.

There can also be some design issues.

And r u passing the input tran file separately or directly inside the tool.
