cc2420 output power programming

I am trying to figure out how to program the power delivered to an antenna connected to a CC2420 RF Transceiver (TinyOS 2.1).
In the "CC2420.h" file, I have programmed the RF output power as follows:

#define CC2420_DEF_RFPOWER 31
#endif
According to the literature, this means that the output power has been programmed as 0dBm (https://www.ti.com/lit/ds/symlink/cc2420.pdf).
Is this the power at the RF port of the CC2420 RF port (impedance of 95+j187), or is this the power delivered to a 50 Ohm antenna connected to the RF port through an impedance matching network?
