capacitive voltage divider in the level detector

Dear all! The capative voltage divider has the low dc current in the level detector.
What is the shortcomings of the voltage divider? And how to design the capacitive the capacitive voltage divider in the level detector?

What exactly you mean by level-detector?

The problem in using capacitive divider (as far as I know) are:

1) You can divide only decently high frequency signals
2) You will need to provide the bias for the output of this divider.
3) Leakages can be disastrous.

The leakages will depend on the type of capacitor you are using. For example gate leakages in the MOS caps.
