bldc vs stepper

let's take 2 examples here:

2-phase BLDC from this page:

and 2-phase PM Stepper from the same site:

WHat are the basic differences between a BLDC and a PM stepper in this case?

to me, it seems stepper has more rotor poles, and the stepper has teeth structure.

other than that, the structure & positioning of the stator coils and the rotor magnet are almost similar..
