Another PhD degree, possible?

Hi guys,
I'm wonder if it's legally possible in US that someone gets a second PhD degree in Electrical Engineering? (Assume you've a PhD in Elec Engr from a country and want to get another PhD degree in Elec Engr from a US University. If so, how is it conventional?!)
If you remember particular cases specially in circuit&system field, e.g. some Univs allow and others not, plz let me know.

Any idea will be appreciated.
