Altium PLCC68 Socket footprint

It is easy to create PLCC68 Socket, but this one is not standard one. It has Through Hole Vertical Termination and it needs to be mounted at the bottom side of pcb. I have no idea how to create this socket. I was thinking about creating footprint just with holes. Here is some info about socket also there are DXF, IGES, STEP files. Can i use them to create footprint ?

And what seems to be your problem? You've got all the information required to do the footprint yourself, even 3D model.
