I believe China and India have the most competitive pricing.

I searched online for "LED Display Board China" or "LED Message Board China" came up with this manufacture:

SunYEX LED Technology Co., Ltd.

I'd run the same searches along with India substituted for China and make some inquiries.

The above looks promising, but I did not see any dimensions listed.
