a question about STN LCD controller

I am planning to design a STN LCD controller,according to the datasheet of primecell pl110 of arm company. But I am trubled by the " horizontal timing restriction " ,and can't understand it .What's meaning of the "horizontal timing restriction"?How should I consider it ? Can you tell me?
 

horrizontal timing restriction should be a factor sync compensation you implemented. My quick thought would be greater limit will have instability in gamma correction factors...not the last word here
