Where can I obtain 8086 based industrial PC. and would its BIOS compatible with the one produced by IBM. i.e can I run IBM software without modification.

Strictly spoken, there has been no 8086 based IBM PC. The first model IBM XT is based on 8088, and the successor IBM AT on a 80286. So the question arises, which kind of compatibility you have exactly in mind. BIOS compatibility can be most likely achieved with a recent Pentium PC, running MSDOS.
