i need stablizer circuit diagram which is without transformer, its input should be 100VAC to240VAC but its output should be regulated 220VAC,

what is the current requirement? if its less use resistor diode and zener diode!

Yes, what is the application for your requirement. Simple resistor and Zener diode will give you very less power (just useful to power-up a LED). I think, you are asking for TV, or Refrigerator etc, rt?
