the TV receives an analog signal of colors and synch signal while the computer monitor receives a digital signal, each pixle of color is displayed in its right position, you can check for your self, connect your computer to a TV (if you have the proper connection), i bet you can hardly read the writings on the desktop because the pixels are blured. its position is determined as analog not digital.

the tv reciever may be digital or analog
the main difference is that tv has a tuner which makes it possible to tune different chanels signals came from antenna, while the monitor recieve its video signals directly through terminals in monitor
so tv deals with tuned(modulated) video signals
monitor takes the video signal directly
thanx

All of the above, more you can read here:
https://tv.about.com/od/frequentlyaskedquestions/f/diffTVMonitor.htm

In addition to that you need to defferentiate between a video monitor and a PC monitor: the first will take composite video signal (or its RGB components + H and V), the second will take only RGB components +H and V but from a VGA card, and the main difference is in the synchronization frequencies of both signals ..
One will not accept the other signal .. in other words a PC monitor is useless with regard to composite video signal or its components and a video monitor is useless with regard to VGA output ..
However, there are some monitors on the market, for example LG FLATRON L1510T (letter T stands for Television or Tuner), which will play everything: VGA, Video, S-Video and attachable (very small) TV-Tuner ..

the main difference between a tv and monitor is that in tv we can receive a signal which has mutiple channels and the can tune to either of them, so it has a tune circuit. but the monitor is just a display and can only display one signal. Now in markets the TV has analoge as well as digital inputs and therefore can display computer output.
so monitor is just a display but tv has display as well as tuned circuits.

monitor can not see television program, because it has no tuner, and tv can,it has tuner!

One thing all forgot to tell you: A monitor has a much higher resolution compared with a TV tube or screen.

Paul.

Does anyone know of a IC that can encode x-y voltage to be displayed on a LCD monitor? eg. a sampled sin wave and converted to a NTSC or PAL signal?

also another difference is that the pc monitor uses progressive scanning while the tv screen do interlaced scanning to display picture

is the refresh rate of TV is same as a Monitor ?
