How to get any integer N prescaler or divider?

How many circuit structures can be applied?
 

Can I use a multi-modulus prescaler to get a fixed integer N prescaler?


Any other suggestion?

There are 3 structures.You can refer to a doctor thesis of Design of a 2.4-GHz CMOS monolithic fractional-N frequency synthesizer.
