I need to generate 4 phase clocks. what kind of circuit should I use? Thanks.

You can use a simple state machine that counts 0-3 and repeats. Decode each state, and AND it with the main clock for small pulses separated by 90 degrees, or you can decode the states into 50% duty cycle pulses with a bit more logic.

Another method is to use a Delay-Locked Loop. The input clock and the four output clock phases are in the same frequency.
