How to detect ICs input and output?

mmm you don't. If you have a simple transistor you could guess, but with larger ic's this is not possible.

Read the part number from the IC, and then search the manufacturer's web site (or Google) for a datasheet. If you can't decypher the logo or numbers, post them here and someone may recognize it. A photograph or scan may help.

For any IC to check the Inputs and Outputs .first I/O interface with outside signal Environment should be traced at Input side and at Output processed data of the full operation of chip is calculated
Testing of IC can be for Operating Frequency and Functionality but without knowing the Inputs and Outputs it is difficult to trace

If I have complete circuit and I know signals for every leg.
Then I can detect input & output legs of Ic's or not?

for ics we need datasheet n without datasheet we can not check its I/o pins but yes for transistors it is possible without datasheet.

If it is a pure digital IC and if you know where are VCC and GND pins you can use the following way:
Apply VCC and GND and connect other pins one by one to VCC and to GND trough resistor and current meter. If you detect current to VCC or GND that means the pin is output. If no detected current that means the pin is input.

I too dont think u can do so without data sheets..
