Problem with module that encodes bytes

an encode problem?

i want to design module, which receives a byte each clock
at the same time, it must encode the byte and sent it out,
but it is required that the current byte and the pre byte have all almost the same 0 and 1, that is ,if pre byte have three "1" and five "0", the current byte must have 5 "1" and 3 "0". the received byte is not contolled by me, of course, redundancy exists

May be you are looking for 5B/8B encoder please check???
One solution is just invert all the bits of incoming byte! It will
get encoded as you mensioned !!

if invert all bits, all inputs are of no use,
the all series except the first byte are uselless
