Large difference between the 1dB compression point and the IP3

I am using Spectre RF for a mixer design. When I use a two tone test to get the IP2 (using swept qpss) I usually get a very large difference between the 1dB compression point and the IP3.

According to theory, IP3=P1dB+9.6 dB

However I get difference as large as 16 or 18 dB, what can be the problem?
