gain of matching circuit

What does the positive gain of 'passive' matching circuit means.
 

i think that the meaning of gain here does'nt mean an amplification of ur signal...it just means that it is a gain with respect to the loss we will have in case of mismatching...if u are matching for a certain load we u will have a certain power derlivered to that load..but if it's not perfectly matched less power is received by ur load which is considered a loss...
