why can't my circuit board turn?

Hello~friends! Thanks for reading my post.I’m so happy to be here to share my question to you.
I myself have made a circuit board by using the chip “MC33033”,but now I have a problem that why it can’t turn until I turn it by hand?Please look at the picture. How to solve this problem?Can you?Or do you have solutions?

Barely readable low resolution schematic.

Problem is probably caused by bootstrap gate drivers. The bootstrap capacitor is never charged if an output drives initially high. It could be solved by a startup circuit that activates all three low-side drivers during power up and than activates motor driver control.
