capacitive power design

Any comments about this design? input voltage is 230 RMS. UNREG=24V DC

RT312F12 is a bistable dual-coil relays for 12V. I don't see how it should work in the given circuit.
 

You have a discrete regulator for the 3v.

If you have read some of my threads, you will see that I'm old school and like the challenge of discrete circuits.
But in this instance, your circuitry would be simpler, and have better performance and protection characteristics if you use a common three-terminal linear regulator.
 

Purpose of grounding the circuit to neutral (input "ground") isn't obvious. Without it, you could use a simple bridge rectifier.
 

Thank you for your comments. the ground is connected to L not to N!! it's a metering project so purpose could be some how different.
I want comments about the power circuit: Left side of UNREG.

the problem with such circuit is we have frequently damage on DZ and C4. The varistor is 510V. any comments??

You don't provide neither the voltage rating nor ripple rating for C4. Nor describe what sort of damage is occurring? Does it blow up? Looses its electrolyte? Becomes shorted? Other?

Also...how come you are using a 1N4148 as a rectifier? The average current may be low, but the peak and/or surge pulses may be quite high. Use a proper, low cost, simple to find rectifier like a 1N4002.
 

C4 is 180M V=35 and ripple current is 3570 **broken link removed**
damage: blow up (starting) other case with Looses its electrolyte and Becomes shorted
