6 to 10W, 120Vac to 15Vdc Isolated OTS power supply that operates (starts) at -40F

I have been searching for either an open frame or brick type power supply with the following specifications:

Power: 6W
Input Voltage: 120Vac
Output Voltage: 15Vdc
Isolated (minimum 1500V)
Must start at -40°F

Nothing from CUI or RECOM, there must be something out there?

Does anyone know of such a part?
 

E.g. KAM0715F from chimfa.com, Recom RAC10-15SB

the above says -40 but with derating, I reckon you have to build yourself and not use electrolytics in it, because lytics have big esr at low temp.
Either that or put a no-cold one in a box with a heater and temperature sensor.
