I am looking at Safety relays for a 3 phase motor system. A number of them have a reset function. can I wire this in as a start button?

There are two kinds of motor overcurrent protection devices, motor protection relays that are only sensing the overcurrent and must be used in combination with a contactor, and motor circuit breakers. The latter can be also used for manual motor start/stop control.
