If I converted a 9v DC to a 5v DC, what will happen to the voltage that has not been used. Will the voltage be preserved or the circuit will just consume it? Thanks :)
 

Depends on the involved kind of converter.

A linear voltage regulator will completely consume the power related to the voltage difference (ideally Iin = Iout) a switched mode converter preserve the power (ideally Pin = Pout).
