If you are talking about traditional SRAM, you don't need it since it is all electrical based.
But this century has seen quite a few technology that can "mimic" the standard SRAM/DRAM interface but the essential "store" mechanism involve something other than electronics. For those parts, yes, you need a sensor most of the time for read.
Also DRAM, a pure electrical memory technlogies uses sense amplifiers, see https://en.wikipedia.org/wiki/Dynamic_random-access_memory. They are converting stored charge to a logic level voltage signals. SRAM cells are already using logic levels internally.
