implementing UMTS in matlab

hi I want to create the UMTS or GSM BTS with attributes such as capacity and coverage.
I have already generated user requests using poisson distribution

now I want to admit calls using call admission control algorithm in my BTS model

and the calls should stay in the BTS based on the exponentially distribution.

so now I need some help on how to implement BTS with define attributes in matlab.....plz provide me with complete guidance and code if possible...thanks n regards
