At audio frequencies and for these applications easiest one is a bandpass delay filter, possibly better is active filter implementation of them, by an amount of time that constitutes an amount of phase shift.

At 1kHz or time is 0.001 and to introduce a 30degree shift you make the circuit as a delay filter for 8.333E-5 delay time. Normally this means you shift back in time.

Notice ALSO that all filters do indeed have some phase shift inherently without exception.
