If you can't get hold of the person who wrote it, contact the university library and/or registrars department. They should be able to loan a paper copy, and hopefully give you an electronic one.

PS, I have noticed the odd request for a PhD thesis removed by a moderator. Whilst I can understand this in the case of IEEE papers or copies of books, I think a PhD thesis should be treated differently.
