GPS device that transmit it location periodically

Hi

What kind of GPS devices are there that transmit it position and allow other devices, eg: smartphone/computer to locate their position? Are they cheap? I have no knowledge on this, sorry if the question doesn't make any sense.

This is what I'm trying to do:

- Person A have GPS device that transmit it location periodically
- Person B, Person C, Person D can check where person A is by submitting 'person A gps code/auth code'

If the gps device is an integrated one ,like the one in a cell phone,then u can write a program in python to send the position of the person A by sms to person B,C,D

How about the one like car tracking gps system? What do they use?

1) Device on car
2) Device the user use to check their car
