Welcome here, Yuhanghong. :)

The USB cable allows you to access the part using its JTAG pins. So you have to find JTAG connector (pinout) on the XC95108 board. Then you need programming software. Xilinx provides iMPACT, this tool is part of ISE WebPACK wich can be downloaded from Xilinx website. And of course read the manual(s) on how to use programming cable etc.

Oh and depending on where / by whom the part was programmed, it may be protected against readout. Since you wouldn't be asking this question if you (or organisation you work in) programmed the part, there's a good chance that's the case.

If whatever you're trying to do is perfectly legitimate, you might also ask if person / company who provided the programmed part to you, can provide a bitfile for re-programming.

thank a lot mate,
i downloaded the impact ver10.1 from xilinx website.
after installing it , and i connect to usb download cable with the pcb.
run impact , the xc95108 is detected automatively and showed out.

then i try to press "readout ", it save a .jed file. and i can see its checksum.
i guess it is suceesed,
