need help understanding multi-mode CTS

Can someone please explain multi-mode CTS is done? Wouldn't there be impossible situations too where balancing in one mode breaks the other? What would happen then?

To simplify my understanding, can someone explain with this example -
Assume there are two functional modes mode1 and mode2, so two sdc files mode1.sdc and mode2.sdc
Each of these have 2 functional clocks.

The clock names are fclk1, fclk2. These names are same in both sdcs.
In mode1,
fclk1 - period - 12ns
fclk2 - period - 8ns

In mode2,
fclk1 - period - 6ns
fclk2 - period - 4ns

Try to think on the lines that both the modes cant be on at the same time. So CTS done for one mode with all the balancing may not be the appropriate for the other mode.
Also when you take OCV into picture, each cell added contributes to some delay and has an impact on timing so you may not be able to meet timing in the other mode. So the tool tries to provide you with the best possible Clock tree which satisfies the requirements of all the modes .
