Converting schematic from OrCAD/Protel/PADS Logic to DxDesigner

Mentor Graphics have translators that can do this translation for you. Refer https://www.mentor.com/products/pcb-system-design/design-flows/pads/translators.

heck if this translator comes free of cost with mentor tools, or you need to pay for that. I have used Orcad to Pads Logic & DXDesigner converter in past. They work fine. But a fine check of converted schematics is highly suggested because there used to be some errors in translations of certain schematic symbol attributes in the version of translator I used (way back in 05).

Second question- best way to add fiducials is to add dummy schematic parts in schematics, and label them as fiducials. They will not carry any electrical connection, but will be associated with a pad stack that will sit on the PCB. This way your DRC errors will also be less :)
