What's PA output load VSWR stability/ruggedness?

pa ruggedness

In PA datasheet , two parameters about PA is output load VSWR stability and output load VSWR ruggedness, the above is 8:1 , but the latter is 10:1 . Could u tell me what do these parameters represents for PA . thanks.
 

ruggedness pa

Stability means lack of self oscillation. Ruggedness means no permanent damage to the transistor.
