I'm very new to electronics, im trying to set up a sequencer so that it produces this effect YouTube - Daft Punk Lights in action
The two main colored sequences are all im interested in for right now, everything else is a bonus. I've been told I can purchase Led Chaser Sequencer Kit-1

and that will take care of both sets of the 8 lights and that they will mirror each other like in the video. I want each channel to have 4 lights for a total of 128 lights. I dont know if I can purchase an led bar with 4 lights on them, since I can't find any on the internet, or if I would have to purchase separate little boards. . Im not sure if I need anything else to purchase with this besides led's, i'm guessing im gonna need a power supply, hoping to run this off a battery, but again I know nothing of circuitry and volts needed and such. Also a cable to connect the board to the led bars im guessing I need. If anyone could help me out and teach me some things, I would be very grateful.

You can get those colours from leds, but for a one off you might want to use multi colour leds, I suspect that the item in the video has filament lamps in it.
For you application a selection of single leds is probably the way to go and solder them to bits of veroboard.
Solderable ribbon cable would make the connections nice and neat.

2 X 4 X 8 = 64, not 128. You can't get all of those colors in LEDs unless you use RGB LEDs and then you have the issue of brightness matching to deal with. The original unit used lamps and filters. That controller would work for you but would require additional circuitry to drive RGBs at controlled color and brightness. You can get strips of RGB LEDs on flexible circuit boards such as these https://www.theledlight.com/flexible-RGB-strips.html. You would need a good diffuser over the LEDs, perhaps this 3M.

An appropriate microcontroller could support all of the effects shown on the helmet, not just the large color bars.

Gelpack, nice simple idea.
A 4017 circuit will do the sequencing for you with a 555 timer clocking the 4017.
Do a google search for '4017 led chaser', I'm sure theres a load of folks done that kind of thing, it was very popular back at college, just use white leds.
Here you go, a circuit just as above, and the construction description is inteneded for beginners, theres even a veroboard layout, let us know how you get on:
