I think that you can understand yourself that nobody in here will provide you a design kit...!The reasons are more than obvious!!In this case you should contact a technology foundry (for example MOSIS) to buy the one you desire (180nm as you write).And one final remark,there isn't any design kit characterized as "BSIM V3.0",this is the transistors' model name that the respective pdk uses.
