Why flash not update (allegro)?

i edit pad stack and changed thermal relief as flash. but not update to my design. why? i test use same flash with sample design file. it's work.

do the following
1.from the .brd file select the pad using tools-->padstack-->modify design padstack
2.now you are in padstack designer window. Do the required changes
3.then click file -->save to file (in the padstack desinner)
4. now click file-->update to design
make sure flash symbol is available in your mapped library paths

i do follow but not work. for plane layer which i do?

1. setup-->outlines-->plane outline or
2. draw shape on layer plane

what difference static and dynamic shape? how to use it?

Added after 9 minutes:

I can setup thermal relief from dynamic parameter it's ok but can't change to flash. for orther design example cds_routed_DRC.brd i can change to flash. i don't know how it difference.
