Need help about battery charger

Hi. I'm use MCP73861 for Li-Ion battery charger for use with SIM508 GPRS-GPS Module. I connnect battery parallel with system.
My problem is when I disconnect power supply and battery is go down to 0V and I connect power supply again. voltage of system is not over 3.4V. So SIM508 is not operate for along time until voltage go up to 3.4V. (I wait more than 15 hours)
Do you have circuit... If I connect power supply, system use power supply and battery charge by mcp73861. but when disconnect power supply, system use power from battery. So it mean battery will not sent power to system when we connect power supply.

anotherthing Do you think LM317 can use instead MCP73861? what is circuit?

I would like use circuit that like a automatic switch between main power and battery. Do you recommend me?
