confirm definition of ppm in frequency offset

frequency offset ppm

does that means nHz in one million total hertz?

For example, 1ppm frequence offset means:

1MHz have 1 Hz offset, right?
 

parts per million frequency offset

Yes it is right. ppm does not depend on what you are measuring, is only "part per million".
