Point me in the right direction? (USB Peripheral)

Im looking to develop a USB device that will turn 2 bicolor leds from red to green when a serial numbered entered via the computer is matched with the one stored on the usb device. I need to make 4 of the units, as inexpensive as possible, as well as create a simple piece of software to allow for the input of the serial number.

I can create the software relatively easy in visual basic however from my reading visual C may lend itself better to my project.

I have looked into the msp430 unit by TI as well as the DLP-USB245M by FTDI.

Any help in pointing me in the right direction would be greatly appreciated. Thanks in advance. (this forum has been a huge help to me in the past)
