How does 555 delay-on circuit work?

I've got circuit to make delay-on. Anyone know about theory operation this circuit ?
What I know is that it will generate delay-on pulse depends on C1 and R13. (delay=1.1 x C1 x C13). However, I have no idea why it works like this.
