Why the standard cell height is a multiple of M1 pitch?

Why standard cell height is a multiple of M1 pitch? If we do not follow what happens?

This is related to SOC encounter tool or virtuso
Explain it in detail........

It is related to Encounter. This helps the place and route tool to place the cells in such a way that you don't get any DRC errors wrt to notch errors, metal to metal distance and metal area etc.. If this is not followed there is a good chance that there will be a lot of DRC errors and you would have to correct them manually.

Also, M1 is used for the power rails of the cells, so using the M1 pitch makes it easy to route the rails and possible leave a couple tracks to do M1 routing.

I have one more question.. How we are deciding the no.of metal tracks?. some library has 9T & some lib has 13T..

How we are deciding the width of the Power Rail?.
