proportional fair scheduling

This question has been taken from **broken link removed**, and we need to plot the graph in MATLAB. Does anyone know how to go about this.

In this problem we consider the effect of Doppler shift in multiuser systems. Plot the sum capacity
in a Rayleigh fading environment for different Doppler frequencies fD = [0.1Hz, 1Hz, 10Hz, 100Hz]
and average received SNR = 1 (0 dB)(you may use the Rayleigh fading generator developed in HW-2,
Problem-5 of EE359) without any delay constraint for a 16-user scenario. Compare this with the sum
capacity when a proportional fair scheduling algorithm (the one discussed in the paper) is used again
for fD = [0.1Hz, 1Hz, 10Hz, 100Hz]. Assume that the duration of each transmission is 1ms and that tc
in the scheduling algorithm is 1s (window of length 1000 slots). Comment on the e®ect of the Doppler
frequency on multiuser capacity.

I would really really appreciate some help on this one!
