puzzle about 5dB pad and bypass capacitor

lpad bypass capacitor

Hi..I am puzzled ahout the following two issues:
1) What is the 5dB pad? How to decide the resistor's value? (Since I saw that the 10dB pad is consist of four resistors).
2) I ever heard that some emitter-follow transitor configuration can replace bypass capacitor to suppress the power noise,would you give any materials or links about this emitter-follow transitor configuration?
