Where is the SCCP on SS7 layers?

I have seen many documents about SS7, some show that SCCP is on layer 3 and some shows its on layer 4 of OSI.
Which one is true and what is its authenticity??
Furthermore, can someone upload some good stuff related to SS7 (especially for mobile)??

sccp is layer 4 protocol. u refer ss7 simple document from net
 

SS7 Layers

Basically, the first 3 layers of SS7 should be MTP1, MTP2 and MTP3. So, SCCP should be 4th layer.

There are often confusing - if i am not wrong ITU defines LEVELs and ISO LAYERs so sccp corresponds to level 4 in ITU and layer 3 in OSI model.
