my 12 bits adc with 3 lsb noise ... is 9 bits accuracy?

To clarify: you are using a 12 bit a/d converter but the three least significant bits are "bouncing around," and so you are asking whether the a/d accuracy is only 9 bits as a result of the noise.

Is this correct?

yes ... should I say accuracy is 9 bits or 12 bits?

nimnorm, sometimes noise can be used to increase adc resolution and accuracy for case when noise spectre is higher than desired signal to digitize.
