parallel port and c++

hi to all

i want to know how to make a c++ circuit which would display table of 2 on LEDs
attached with parallel port data pins

which software to be used visual c or turbo c
which window
and what is the program in c++ for this

I personally suggest win98 or WinMe while those does not need special libraries to access ports.
