I am a microwave guy, and i had always thought that wideband phased arrays are implemented using wideband phase shifters. Recently, i understood from the signal processing perspective that a wideband time delay is needed rather than a wideband phase shift.

Im looking for some commercial off the shelf (COTS) phase shifters. It should be modularized, with very wide bandwidth. So far, i can only find phase shifters with less than an octave bandwidth... any ideas? It can be switched or analog, but it should at least cover the major phases...
I believe you started off with using a wave port. A wave port requires its face to touch the boundary (air-box) which you have set. Once it does not touch the boundary, it gives errors. For your case, you can try using a lumped port. Afterall, it is not a waveguide antenna of some sort.
Perhaps you might start with knowing the technology available to you: 2D or 3D?, Substrate or MMIC?, etc.
Next you have to decide on the centre frequency, amount of bandwidth needed, and the amount of coupling.
